About us
The Civil Association Against Corruption and Illegal Construction (CACIC) was founded in 2002 as not-for-profit legal entity with public benefit purposes. CACIC is registered in the Central Registry for public benefit organizationsThe CACIC Board comprises 7 members. Stoil Sotirov - chairman of the Managing Board. CACIC members are lawyers, economists, and media representatives with expertise in the problems of condominiums in Bulgaria. CACIC maintains working contacts with experts who assist the Association as volunteers. CACIC relies on a network of 55 volunteers.
For the past years, CACIC has been involved in the analysis of problems related to condominiums and activities aimed at resolving these problems. The Association has the capacity needed for the development of the proposed draft law. All projects implemented by CACIC so far have been related to the condominiums in Bulgaria and the problems existing in this specific area.
PURSUING THE FOLLOWING GOALS: to assist and encourage the citizens in exercising of their rights and freedoms and the protection thereof before the institutions of central and local government, thus jointly combating corruption and incompetence through effective civic monitoring and pressure leading to openness and transparency of government; to raise public awareness of the gravity of problems relating to the actual danger of the collapse of buildings due to violation of seismic safety regulations; public denunciation and naming of specific vicious practices and schemes, and, where evidence is sufficient, naming specific officials who, being incompetent or corrupt, violate on a daily basis the citizens' rights and freedoms; to bring about change in the management style and the attitude of the central and local government towards citizens, which will result in the improved quality of life and will foster the creation of civil society in Bulgaria. The means used by the Association to this end are as follows: carrying out of an awareness campaign on issues of illegal construction; publicizing the cases of illegal construction and measures undertaken by institutions in order to avert such cases; raising public awareness of the citizens' rights in cases of illegal construction and infringement on the right to a decent quality of life; conduct of workshops, discussions, round tables, organizing a helpdesk for citizens, provision of legal and factual assistance in solving problems associated with illegal construction and impaired quality of life; cooperation with ombudsmen of different cities in Bulgaria with the aim of effective representation of the citizens' interests before different institutions; periodic analysis of illegal construction practices and cases of infringement on the right to a decent quality of life; development of reports on the status of the housing stock in Sofia and other cities in Bulgaria, collaboration with central institutions and local governments in analyzing unlawful actions relating to illegal construction and violating the right to a decent quality of life; collaboration with Bulgarian and foreign organizations; submitting proposals to relevant competent authorities with regard to the elimination of conditions leading to illegal construction and impaired quality of life; monitoring of the abidance by laws and regulations pertaining to construction and to the protection of quality of life; monitoring of the adherence to the transparency principle in the decision-making processes by the competent authorities that are in charge of construction and quality-of-life protection.
